Magnesium gluconate is one of the more soluble magnesium salts and dissolves readily in water at neutral pH. Where the lactone is present in a formulation, the gluconate it generates can pair with magnesium the same way. This is a solubility and mouthfeel matter in formulation, and it is not a statement about how much magnesium crosses the gut wall.
