Maybe. If you're prediabetic or eat a carb-heavy diet, it's worth a shot. The evidence is promising but not a slam dunk.

A cinnamon extract is a concentrate of the bark, so its composition depends on the solvent used: water pulls the polyphenol and proanthocyanidin fraction, ethanol carries polyphenols plus part of the lipophilic fraction, and steam distillation isolates the volatile oil.

Coumarin is fat-soluble and partitions with the lipophilic fraction, so an aqueous extract carries substantially less of it than an ethanolic extract or the whole ground bark.

The liquid is filtered and the solvent boiled off gently, leaving a concentrated powder that gets tested for how much of the marker compound it holds. Whether water or alcohol was used changes what ends up in the powder.
