Nutmeg seed is roughly a quarter to a half fixed oil, mostly trimyristin, with the volatile phenylpropanoids dissolved in it. This is solubility behaviour, and it also means an oil format carries a heavier constituent load per unit weight than a ground spice does.
Nutmeg volatile oil constituents show sedative activity in animal models, and valerian is used specifically for that property. Combining them adds to the same effect rather than acting independently. Anyone driving or operating machinery should count both, and the combination is not something to increase casually.
