Phlorotannins carry many phenolic hydroxyls and are left as phenoxyl radicals after they quench an oxidant. Ascorbate reduces them back to the active phenol, the same recycling it performs for other polyphenols.
Phlorotannins are water-soluble and act in the aqueous phase, while tocopherol works inside the lipid membrane. Pairing them covers both compartments and lets the water-phase phenol regenerate the membrane one at the interface.
Ecklonia carries both the water-soluble phlorotannins and the fat-soluble carotenoid fucoxanthin. The two come from the same organism and cover different solubility phases without competing.

Astaxanthin partitions into membranes while phlorotannins stay largely in the aqueous phase, so the two act on different sides of the same lipid interface. This is the same logic that pairs a carotenoid with vitamin C. Both are marine-sourced, which is why they often appear in one formula.
Ubiquinol is the membrane-resident reductant that keeps tocopherol radicals from propagating, and it in turn is regenerated by water-phase donors. A phlorotannin extract adds donor capacity on the aqueous side of that exchange. The relationship is a marker-level redox one.
