American skullcap is Scutellaria lateriflora, and the part used is the dried aerial herb, which distinguishes it from Chinese skullcap, Scutellaria baicalensis, where the root is used.

The characteristic constituents are flavones, principally baicalin and its aglycone baicalein, along with wogonin and the species-associated flavone scutellarein.

Baicalin is a glucuronide that is poorly absorbed intact; gut bacterial beta-glucuronidase hydrolyses it to baicalein, which is absorbed and then re-conjugated in the intestinal wall and liver.

This is a dried flowering herb, not a root. It gets cut, dried gently, and then either powdered as it is or soaked in alcohol and water to make a tincture or a concentrated extract. The step that matters most is proving it is actually the right plant, because a look-alike has been sold in its place before and you cannot tell once it is chopped up.
